Gameplay shots of the project based on the cult crime film "Scarface" are dated 2008 — the development was carried out by the studio Radical Entertainment, responsible for the original game. Unfortunately, the project was cancelled by Activision Publishing shortly after the acquisition of the studio, which later began to develop Prototype.

According to one developer, the main reason for the cancellation of Scarface: Empire in 2008 was that Activision was too bright streets of Las Vegas, where Tony Montana was forced to move from Miami to create a new drug empire and open his own casino, becoming a bone in the throat for other criminal authorities.
