For these reasons, we have decided to ban emulators in the Xbox store. However, we understand that many users have developer mode enabled to run legal emulation.

We do not seek to remove this feature, since it does not give access to the retail components of the system and is considered safe.

Unlike the retail launch mode of emulators, the developer mode is limited to certain capabilities and does not have a system read-write function."
